BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 and District 3 have submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were approved by the Board in December 2018.  

 

PROJECT SUMMARY:

This is a request to authorize a grant to Peninsula Volunteers, Inc. (PVI), and resulting grant agreement in an amount not to exceed $74,306 to provide kitchen floor repair, kitchen steamer, and replacement of the Café display case at Little House, and replacement of the bathroom floor at Rosener House. The County Manager’s Office will administer and manage the proposed agreement.

PVI’s mission is to provide innovative services and housing to support aging adults in the mid-Peninsula and Silicon Valley. PVI provides high quality and nurturing programs so seniors in San Mateo County are engaged, cared for and respected as vital community members.

Located in Menlo Park, in Supervisorial District 3, PVI’s facilities include the Little House, which houses a Café that serves nutritious and affordable meals to seniors, and Rosener House, which provides adult day care services to seniors. Both facilities have several areas in need of repairs.  Specifically, Little House needs repairs and improvements to its kitchen floors and a new kitchen steamer to ensure their ability to safely make meals to deliver to homebound seniors in the Meals on Wheels program. Little House has been without a Café refrigerated display case for some time, when many of the independent seniors using the facility prefer to pick up a “to go” meal in the refrigerated case on their way home.  Finally, a new bathroom floor is needed in Rosener House to ensure safety for those in adult day care.

 The proposed grant would be used for the following scope of work:

                     Little House Kitchen Floor Repair - $27,356

                     Little House Kitchen Steamer - $19,806

                     Little House Café Refrigerated Display Case - $3,107

                     Rosener House Bathroom Floor - $24,077

Total Measure K Request: Not to Exceed $74,306

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2018-2019 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

This is the second request for Measure K funding from Peninsula Volunteers, Inc. Last year, at the May 8, 2018 Board of Supervisors meeting, the Board adopted a resolution authorizing a one-time grant of district-specific Measure K funds, not to exceed $10,000, for the expansion of subsidized transportation rides to seniors.

Funding for the PVI’s Little House floor repair, installation of new steamer and Café display case, and the Rosener House bathroom floor contributes to the Shared Vision 2025 outcome of a Prosperous Community by supporting homeless facilities and services that assist families in securing stable housing.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2018-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-2019 Adopted Budget.
