Approve an Appropriation Transfer Request (ATR) transferring $136,000 from Departmental Reserves to Salaries and Benefits to cover the higher classification cost for the interim appointment of a Real Property Manager through FY 2018-19.

BACKGROUND:
Real Property Services was appointed an Interim Real Property Manager at the beginning of FY 2018-19. The Manager is currently in a higher classification than the Real Property Manager position. To cover the increased management expense for FY 2018-19, an ATR is needed to ensure sufficient appropriations in Salaries and Benefits.
FISCAL IMPACT:
The full cost of the interim appointment is $276,000, which includes $140,000 appropriated for the Real Property Manager position for the FY 2018-19 budget, and $136,000 transferred via ATR from Department Reserves. This amount includes budget for six months of a double fill for the Manager position.
There are sufficient funds in the Departmental Reserves to cover the transaction in this ATR for $136,000, and Real Property will maintain the two percent minimum required for Reserves. This action will result in no increase in Net County Cost.
