BACKGROUND:
In the past, the County of San Mateo contracted with the County of Santa Clara for the use of acute psychiatric inpatient beds within their correctional facility to place and treat San Mateo County Jail inmates experiencing mental illness. However, the County of Santa Clara terminated the agreement in 2017.
On September 9, 2017, Correctional Health Services (CHS) released a request for proposals for acute psychiatric inpatient bed services within a correctional facility. Liberty Healthcare (Liberty) was selected as the provider for these services and has been working towards a County designation. A Designation Review Team (DRT), comprised of the Behavioral Health and Recovery Services (BHRS) Medical Director, BHRS Assistant Director, BHRS Quality Manager, BHRS Office of Consumer and Family Affairs Director, and the Office of Patient Rights Advocates, was established to work with CHS and Liberty to train staff and create policies in preparation for the designation.
