BACKGROUND:
Since July 2008, Behavioral Health and Recovery Services (BHRS) has contracted with One East Palo Alto (OEPA) for alcohol and other drug (AOD) prevention services. These services include community capacity building, community education and awareness, asset building strategies for youth and families, and environmental prevention efforts in the East Palo Alto region.

DISCUSSION:
OEPA will continue to be the lead and fiscal agency for the community-based partnership by providing AOD-related prevention services in East Palo Alto Community Service Area and continue to reduce access to and availability of alcohol and other drugs to youth.

The agreement and Resolution have been reviewed and approved by County Counsel as to form. This agreement is coming to your Board late due to prolonged contract negotiations and is on the Continuing Resolution.

The Resolution contains the County's standard provision allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services such as Community Capacity Building through AOD prevention activities. It is anticipated that 90% of training participants will report an increased understanding of the health impacts of alcohol, tobacco, and other drugs.
