BACKGROUND:
One East Palo Alto (OEPA) has provided multi-cultural center services and outreach and engagement services for consumers receiving mental health services in East Palo Alto since October 2008. The services are provided by community outreach workers who access and connect community members with appropriate behavioral health services in East Palo Alto.

In April 2018, Behavioral Health and Recovery Services (BHRS) issued a Request for Proposals for multi-cultural wellness center in East Palo Alto. OEPA submitted a proposal and was selected to provide these services.

In May 2018, Behavioral Health and Recovery Services (BHRS) issued a Request for Proposals for behavioral health outreach collaboratives for the North County, and East Palo Alto regions. OEPA submitted a proposal and was selected to provide these services in the East Palo Alto region.

DISCUSSION:
Through this agreement, OEPA will provide four distinct services that include the following: 1) multi-cultural wellness center services that welcome adult behavioral health consumers and their families, as well as serve target populations that reflect the multi-racial, multi-cultural, and multi-generational diversity in the community; 2) outreach, engagement, and linkage services through the Ea...
