RECOMMENDATION:

title

Adopt a resolution authorizing the establishment of “No Parking During Specified Hours” zones, from 10:00 p.m. to 7:00 a.m., on Canada Road in the unincorporated area of Redwood City.

body

BACKGROUND:

Your Board has adopted similar resolutions designating parking restrictions.

Section 22507 et seq of the California Vehicle Code and Section 7.32.10 of the San Mateo County Ordinance Code provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.

The Department of Public Works (Department) received a request from the Sheriff’s Office for an extension of parking restrictions on Canada Road to prohibit overnight parking of vehicles on this portion of roadway.

DISCUSSION:

The Department has evaluated the request of the Sheriff’s Office for additional parking restrictions along Canada Road and determined that there continues to be large trucks, trailers, motorhomes, and other vehicles parked overnight along this stretch of roadway. Moreover, the Department’s road crews are often asked to remove trash, piles of dirt, and human waste left along this portion of roadway.

The Department recommends a resolution to adopt a “No Parking During Specified Hours” zone, from 10:00 p.m. to 7:00 a.m, to restrict overnight parking and allow daytime visitors to Edgewood Park a place for overflow parking when the park’s designated parking areas are full.

Property owners on adjacent blocks, extending a minimum of 300 feet from the proposed parking zone locations were notified of the date and time of your Board’s meeting when these items will be considered. The comments received to date are summarized in Attachment “A” and are in support of the recommended no parking zone.

The location of parking zones and other traffic restrictions on County-maintained streets are currently shown on maps in the Department of Public Works office and will be made available in list form on maps on the Department’s website. The master list will be updated to reflect the recommended changes, if your Board approves the proposed resolution.

County Counsel has reviewed and approved the resolution as to form.

Approval of this action contributes to the Shared Vision 2025 outcome of a Livable Community by allowing residents, business owners, and schools to help shape the neighborhood traffic controls in a way that best fits their collective needs.

FISCAL IMPACT:

The cost of installing signs and painting parking zone markings varies, but averages approximately $25,000 for this proposal.  Costs are included in the Fiscal Year 2018-19 Adopted Budget. There is no impact to the General Fund.
