BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 5 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.  

PROJECT SUMMARY:

This is a request to authorize a grant to Star Vista, and resulting grant agreement in an amount not to exceed $5,000 to provide for operating their Healthy Homes program which serves families with children up to age 6 and pregnant mothers who have been identified as having multiple risk factors. Services would be focused specifically for District 5 constituents. Many of the families to be served include children with newly diagnosed or suspected developmental delays combined with many other risk factors.  Services are tailored to an individual family’s needs and focus on the issues of concern identified by the parents or caregivers. The County Manager’s Office will administer and manage the proposed agreement. Healthy Homes is a program of Star Vista which was founded in 1976, with programs offering youth development and alternatives to criminal justice.

Star Vista will use the funding to help operate their Healthy Homes program for families in District 5 The program helps young families with multiple factors for toxic stress (e.g., family violence, low income, diagnosed or suspected developmental delay, substance abuse and trauma) to be better equipped to support their children in times of crisis. This is very important because toxic stress is a known public health problem that dramatically impacts lifelong health and opportunity. Toxic stressors place children at risk for developmental challenges, difficulties in school, and poorer health and mental health as adults.

The program helps children to live in safe, stable and nurturing homes and communities while also attending to the risk factors that contribute to toxic stress.  Families at high risk will receive comprehensive mental health services, intensive family support and case management from a Family Partner who is trained in the Parents as Teachers (PAT) model of service.  Family Partners are Healthy Homes program staff that provide home based services to enhance the parent-child relationship, link families to needed resources, and support families through multiple stressors.  PAT home visiting services and groups promote parents’ roles as their child’s first teacher, strive to increase families’ community connections and to the medical home, and provide parenting guidance and developmentally appropriate activities that focus on supporting the parent-child relationship and healthy development.  In a year, the program provides home visits to 144 unduplicated families.

Culturally appropriate, home-based services are provided as frequently as needed based on the family’s needs.  There is a strong training component for parents as Healthy Homes’ Family Partners are trained in multiple evidence based approaches that enable them to improve parents’ developmental knowledge, provide opportunities for therapeutic play and increase the parent’s reflective capacity to understand their child’s needs. By providing services in the home, Healthy Homes helps low income, multi-stressed families who would find it difficult to seek counseling in a clinic due to language or transportation barriers.  Star Vista’s Healthy Homes Program serves approximately 515 people in District 5.

Star Vista does receive funding from other sources including David & Lucile Packard Foundation, Bella Vista Foundation, Genentech, Kaiser Permanente, Sequoia Healthcare District, Wells Fargo, individual donors and fundraising.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2018-19 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

County Counsel has reviewed and approved the resolution as to form.

 

Funding for the Healthy Homes program contributes to the Shared Vision 2025 outcome of a healthy and safe community priority, which specifically seeks to ensure neighborhoods are safe and provide residents with access to quality health care and seamless services. A specific concern under this priority is the incidence of child abuse, which is something Healthy Homes can help reduce with its emphasis on increasing parental/caregiver knowledge of parenting technique, effective and safe discipline, and tools to cope with parental stressors.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 20189 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-2019 Adopted Budget.
