BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 3 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.

PROJECT SUMMARY:

The Midcoast Multimodal/Parallel (“Trail”) is a bicycle and pedestrian commuter trail that will provide alternative means of transportation for residents of the Midcoast; residents will be able to safely access neighboring communities, town centers, schools, and recreational destinations without having to travel on the Highway 1. The Trail, commonly referred to as the Parallel Trail, was conceptualized in the community-developed Highway 1 Safety and Mobility Improvement Study, Phase 1. The Trail will serve residents of all ages and abilities as it will be separated from Highway 1 and have minimal interaction with vehicular traffic.

The long term plan for the Trail is to extend from Montara south to Miramar where it will connect with the Naomi Patridge Trail in the City of Half Moon Bay. This will provide for a continuous, regional bicycle and pedestrian commuter trail. By providing residents the opportunity to walk and bicycle throughout the coastside, congestion on the highway is expected to decrease and residents would have the ability to travel more easily throughout the Midcoast.

This proposed Trail will include construction of a 0.86-mile multi-use trail on 10.39 acres of undeveloped land within the Caltrans right-of-way land in the unincorporated communities of El Granada and Miramar in California. The project site runs parallel to Highway 1 between Coronado Street and Mirada Road. The proposed Trail will become a component of the larger California Coastal Trail (CCT), which is a network of public trails for walkers, bikers, equestrians, and others along the 1,200-mile California coastline. Furthermore, the Trail will enable people to safely commute by bicycle from El Granada to areas south of El Granada, and when additional segments are completed, serve as a connection to the Naomi Patridge trail which connects to the City of Half Moon Bay.

Grant funds were secured from the San Mateo County Transportation Authority to initiate planning for this trail segment. The Transportation Authority grant, secured by the Parks Department, in addition to matching local funds, allowed the Planning and Building Department and the consultant to develop the 100% design documents. The grant also allowed for a robust community input process which helped shape the Trail design.

While the planning and permitting phase of the Trail is fully funded, the construction phase is expected to be covered by a combination of grant funding and local matching funds. This Measure K funding will serve as local matching funds for future grant funding for the construction phase of this Trail.

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2018-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-19 Approved Recommended Budget.
