BACKGROUND:

Pursuant to Section 10002 of the Elections Code, the governing body of any city or district may request the Board of Supervisors to permit the County’s Chief Elections Officer to render specified services to the city or district relating to the conduct of an election. Subject to the approval of the Board of Supervisors, these services shall be performed by the County’s Chief Elections Officer. When elections are to be held on the same day and in or within the same territory upon the order of the governing body or bodies calling the election, the Board of Supervisors may consolidate those elections to be conducted and the returns canvassed by the County’s Chief Elections Officer in all respects as if they were one election pursuant to Sections 10400 through 10418 of the Elections Code.

The respective governing bodies of the San Mateo County Board of Education, Belmont-Redwood Shores School District, Cabrillo Unified School District, Jefferson Elementary School District, Jefferson Union High School District, La Honda-Pescadero Unified School District, Portola Valley School District, Ravenswood City School District, Redwood City Elementary School District, San Bruno Park School District, San Mateo County Community College District, San Mateo-Foster City Elementary School District, South San Francisco Unified School District, City of Belmont, City of Brisbane, Town of Colma, City of Daly City, City of East Palo Alto, City of Foster City, City of Half Moon Bay, City of Menlo Park, City of Millbrae, City of Pacifica, City of Redwood City, City of San Carlos, City of South San Francisco, Town of Woodside, Broadmoor Police Protection District, Granada Community Services District, Menlo Park Fire Protection District, Midpeninsula Regional Open Space District, Mid-Peninsula Water District, Montara Water and Sanitary District, San Mateo County Harbor District, San Mateo County Transit District, and Sequoia Healthcare District have requested that their elections be consolidated with the Statewide General Election to be held on Tuesday, November 6, 2018.

DISCUSSION:

The consolidation requests of the above-mentioned governing bodies are proper, the County’s Chief Elections Officer is agreeable to providing the specified election services as requested, and all related costs will be reimbursed by the requesting cities and districts to the extent authorized by law.

County Counsel has reviewed and approved the resolution as to form.

Approval of this resolution contributes to the Shared Vision 2025 outcome of a Collaborative Community. The measures offered by the municipalities and districts afford the voters the decision to determine important questions relating to the level of funding for their communities and schools.

PERFORMANCE MEASURES:

Measures

FY 2014 Actual

FY2018 Projected

Number of registered voters

355,598

388,133

Percentage of registered voters who voted

46.2%

48%

The numbers used in the performance measures in FY 2014 are from the Statewide General Election held on November 4, 2014. Turnout for the November 6, 2018 Statewide General Election is anticipated to exceed that of the November 2014 Election due to the following facts:

1.                     It will be an All-Mailed/Vote Center election.

2.                     Open Governor’s race.

3.                     In addition to state offices, the majority of school districts, special districts, and cities will hold their regularly scheduled elections as a result of moving elections from odd-numbered years to even-numbered years as a result of SB 415 California Voter Participation Rights Act.

FISCAL IMPACT:

All costs associated with the consolidation of election services incurred by the County will be reimbursed by the above-mentioned cities and districts to the County to the extent authorized by law.
