BACKGROUND:

For over 20 years, Behavioral Health and Recovery Services (BHRS) has contracted with Sitike for outpatient substance use disorder treatment services to adult men and women.  Services include psycho-education groups, individual counseling, case management, vocational rehabilitation, and anger management.

 

DISCUSSION:

Through the Drug Medi-Cal Organized Delivery System (DMC-ODS) waiver, Sitike shall continue to provide substance use disorder treatment services for men and women.  Services include individual counseling, combined psycho-educational groups on addiction and health issues, and additional services that were not available prior to the waiver. 

 

In February 2017, your Board waived the Request for Proposals (RFP) process for substance use disorder treatment services for two years, to allow BHRS time to implement the DMC-ODS waiver-related changes, to this and all other BHRS substance use related contracts.  In late 2018, BHRS will release a RFP for substance use disorder treatment services to start on July 1, 2019.

 

The Resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and Resolution have been reviewed and approved by County Counsel as to form.  This agreement is coming to your Board late due to prolonged contract negotiations and is on the Continuing Resolution.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services to support recovery, which in turn contributes to the health and safety of communities throughout the County.  Successful treatment discharge occurs when a program participant completes his/her treatment/recovery plan or when a participant is transferred to the next appropriate level of care. It is anticipated that 47 percent of clients will achieve a successful treatment discharge.

FISCAL IMPACT:

The term of the agreement is July 1, 2018 through June 30, 2019.  The amount of the agreement is not to exceed $527,685.  Of this amount, the Mental Health Services Act will fund $14,974, Federal Financial Participation for Drug Med-Cal $32,483, Substance Abuse and Prevention Treatment Block Grant will fund $204,804, CalWORKs will fund $13,138, 2011 Realignment will fund $10,613, and AB109 will fund $755. The remaining $250,918 is Net County Cost.  Funds for these services are included in the BHRS FY 2018-19 Recommended Budget.  The payment provisions and levels of service remain essentially the same as those of the prior agreement.
