BACKGROUND:

Since 2001, the San Mateo County Area Office of Emergency Services has applied for and received funding from the State Homeland Security Grant Program.

 

The State Homeland Security Grant Program is a core assistance program that provides funds to build capabilities at the state and local levels and to implement the goals and objectives included in the state preparedness report based on identified threats and hazards.

 

The FY 2018 State Homeland Security Program funds will be used to prevent terrorism and to prepare for threats and hazards that pose a risk to the security of the region and the nation.

 

DISCUSSION:

Changes in local, state, national, and international conditions have precipitated the need for reviewing, updating, and improving current preparedness, response, and recovery plans and procedures. Funding from the FY 2018 State Homeland Security Grant Program will be used to 1.) Continue support of the Northern California Regional Intelligence Center; 2.) Conduct three exercises, Silver Dragon, Emerald Endeavor, and Violent Intruder exercise, which encompasses evacuation, rescue and causality components; 3.)  Purchase USAR equipment for Central County Fire USAR Team; 4.) Purchase Law and EMS radios for the MEDCAT (Medical Counter Assault Team); 5.)  Purchase Chemical identifiers for Environmental Health; 6.) Fund Unmanned Aerial System for Countywide Fire; 7.)  Fund San Bruno Police Department in conjunction with the U S Marine Reserve Center Terrorism Response plan and drill.

 

County Counsel has reviewed and approved the Resolution as to form.

 

The grant funding aligns with the Shared Vision 2025 of a Collaborative Community by bringing law enforcement, fire, public health, emergency medical services, public safety communications, and other vital functions in the County during a disaster or incident through the use of mutual aid.

FISCAL IMPACT:

The grant award is for an amount not to exceed $2,700,000. Existing Office of Emergency Services staff will be used to administer this grant. This funding will be included in the Sheriff’s Office FY 2018-2019 Recommended Budget. There is no Net County Cost incurred.
