BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District Five has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015. 

 

The Lincoln Park Community Center continues to serve the Crocker Neighborhood and is consistently one of the most bustling recreation centers in all of Daly City.  The community center is open Monday through Friday, from 8:00 a.m. to 5:00 p.m. and available to the community for evening and weekend rentals for social gatherings, dances, parties and receptions, and neighborhood meetings.

 

Lincoln Park Community Center, along with the Doelger Senior Center, is one of two sites in Daly City that provide the Senior Congregate Lunch Program.  Last year, 9,657 lunches were served at the Lincoln Park Community Center.  Additionally, Lincoln Park Community Center serves as a distribution venue for the Second Harvest Produce Mobile which serves 300 families from the neighborhood each month.  The twice-monthly Brown Bag grocery distribution program serves approximately 450 families each month.  Another 70 families are served by the School Pantry Food Distribution.  (See Figure 1 for Daily Activities scheduled at the center). More than 75,000 visitors utilize the facility annually.  This includes program participants and visitors who rent the facility for events on the weekend.

 

PROJECT SUMMARY:

This is a request to authorize a grant to the City of Daly City, and resulting grant agreement in an amount not to exceed $80,922 to provide for the replacement of the floor at the Lincoln Park Community Center. The County Manager’s Office will administer and manage the proposed agreement.

The Lincoln Park Community Center building opened in August 2003.  Though just 15-years-old, the high volume of foot traffic and moisture intrusion from the heavy rains of 2016-17 caused damage to the floor in the main hall of the center.  An assortment of patches have been used as stop-gap measures over the years, but a full replacement of the floor has been recommended.  The proposed material for the new floor would be more durable than the existing floor, and should serve the needs of the center’s guests for many years to come.


Daly City’s Public Works Department sought an estimate from a reputable Bay Area flooring contractor, Hal’s Carpet and Vinyl (License #979979), of Oakland.  The estimate, summarized in the table below, includes the cost of prevailing wage labor for the preparation and installation of a new floor.  If funding for this project is approved by the Board of Supervisors, the City of Daly City will seek competitive bids to perform the work. The City of Daly City will also contribute staff resources to manage the project and cover expenses beyond the estimate of $80,922.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2018-19 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the replacement of the floor in the main hall of the Lincoln Community Center will contribute to the Shared Vision 2025 outcome of building a Livable Community by connecting people to opportunities for cultural and personal enrichment, supportive social services, and transit systems. The Lincoln Park Community Center is served by Sam Trans Routes 120 and 121 and is less than 1 mile from the Daly City BART Station.  Each year, residents of the neighborhood gather at the center to celebrate a variety of cultural events, including Chinese Moon Festival, Black History Month, Lunar New Year, Cinco de Mayo, and Filipino Independence Day.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2018-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-19 Approved Recommended Budget.
