BACKGROUND:
On May 24, 2016, your Board approved an agreement with Peninsula Family Services (PFS) to provide senior peer counseling services for the term July 1, 2016 through June 30, 2018, in an amount not to exceed $612,784, with an option to renew for an additional two years.

Behavioral Health and Recovery Services (BHRS) would like to exercise the latter option to renew for an additional two years, extending the term through June 30, 2020, to allow BHRS time to evaluate the services and prepare to release a new Request for Proposal (RFP) for services beginning July 1, 2020.

DISCUSSION:
BHRS recommends a waiver of the Request for Proposal (RFP) process for PFS to continue providing non-clinical services through the Senior Peer Counseling Program. This program provides bilingual/multi-cultural senior peer counseling services, targeting the County's older adult population, including the Chinese, Filipino, and African American population and clients who live on the Coast. PFS will also provide outreach and engagement services to the lesbian, gay, bisexual, transgender population, as well as to previously underserved geographical areas. PFS program staff will recruit, train, and supervise volunteers who will provide direct individual and group services to older adults.
