RECOMMENDATION:

title

Adopt a resolution authorizing an agreement with Waste Repurposing International, Inc., a Wyoming corporation, d/b/a Smarter Sorting to provide a technological sorting solution to process household hazardous waste for product reuse for the term of October 1, 2018 through September 30, 2021, in an amount not to exceed $150,000.

body

BACKGROUND:

Environmental Health’s (EH) Household Hazardous Waste (HHW) Program was formally established in 1992, after passage of AB939, the California Integrated Waste Management Act. This State law requires local jurisdictions, such as the County, to manage household hazardous waste programs.

EH’s HHW Program provides opportunities for residents to safely reuse household hazardous products through the free Product Give Away Program.

The HHW Program operates a Product Give Away Reuse facility at the County’s Pine Street campus.

In operating its HHW Program, EH has recognized HHW’s need of a technological solution for the Product Reuse Give Away Program to increase the volume of materials being reused and expand the clientele accepting materials.

In March 2018, EH conducted a Request for Proposals (RFP) to facilitate product reuse. Waste Repurposing International, Inc., a Wyoming corporation, d/b/a Smarter Sorting (Smarter Sorting) met all the requirements of the RFP process and was chosen based on its ability to provide services and its competitive pricing.

DISCUSSION:

Smarter Sorting will support the HHW Program’s operational needs by supplying the Program with: 1) a scanning equipment to facilitate sorting of reusable consumer products accepted at the HHW collection events, 2) Safety Data Sheets to assist with product identification and categorization, 3) reporting services to enable the County and end-users to track volumes for all Reusable Product categories.

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by County Counsel as to form.

The agreement with Smarter Sorting contributes to the Shared Vision 2025 outcome of Environmentally Conscious Community by ensuring that HHW does not pose a health and safety danger to County residents or cause environmental damage through improper disposal onto lands or waterways. It is anticipated that 30,000 pounds of HHW will be collected for product reuse and therefore diverted from landfill disposal.
