Approve an Appropriation Transfer Request (ATR) accepting unanticipated revenue from the State C-CHIP program and increasing premium appropriations.

BACKGROUND:
Since 2005, as part of the county’s efforts to sustain universal health insurance for children, your Board executed agreements with the State of California to enable a portion of the local Healthy Kids (HK) children’s insurance program to receive federal reimbursement. The County Children's Health Insurance Program (C-CHIP) implements a County-State arrangement to receive federal and state funding for children's health insurance that meets federal and state requirements. The Health System contracts with Health Plan of San Mateo (HPSM) to administer this insurance program.
DISCUSSION:
Your Board approved a C-CHIP agreement with the State on September 26, 2017 that included an increased per member/month payment rate retroactive to July 1, 2016. Because the State contract was in arrears, HPSM invoiced the Health System at the prior rate until the State contract was executed. HPSM will now bill the Health System the difference between the prior and increased rates retroactively to July 1, 2016. This ATR accepts this unanticipated revenue from the State and budgets increase appropriation to HPSM for premium payments at the increased rate.
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing affordable health insurance to children who are not eligible for full scope Medi-Cal or a subsidized insurance plan through Covered California. We anticipate 1,100 of our 1,300 Healthy Kids enrollees to be enrolled in C-CHIP.

FISCAL IMPACT:
This ATR accepts unanticipated revenue of $1,753,335 from the state C-CHIP program, and budgets appropriation for corresponding insurance premium costs. There is no Net County Cost associated with this action.
