BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.
On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 3 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.
PROJECT SUMMARY:
This is a request to authorize a one-time grant of district-specific Measure K Funds, not to exceed $45,010, to Puente de la Costa Sur (Puente), to support clinical services and enrichment programs on the South Coast, and authorizing the County Manager, or his designee, to prepare and execute the grant agreement.
Puente serves the rural San Mateo County South Coast communities of Pescadero, La Honda, Loma Mar, and San Gregorio. For 20 years, Puente has served as a nonprofit social service provider and core agency providing services to farmworkers, families, and low-income residents. As a single point for a variety of services, Puente’s integrated services approach has made it a trusted and valued bilingual resource for South Coast residents in need of assistance. Puente provides nearly 50 programs to more than 1,500 residents each year, including safety net services, behavioral health and physical wellness programs, education, youth leadership, and employment opportunities.
Through its partnership with the La Honda-Pescadero Unified School District (LHPUSD), Puente’s clinical staff are embedded at each of the LHPUSD schools providing clinical services through consultations, mental health screenings, crisis response, and treatment planning. Puente has developed a strong professional team of clinicians including Social Workers, and Marriage and Family Therapists, all licensed or pre-licensed by the California Board of Behavioral Sciences. The team provides consultations on a daily basis to teachers and staff regarding at-risk students and their families. Many families have multi-layered generational trauma and Puente is committed to providing trauma-focused treatment options in the community. Puente staff are immediately available for crisis consultation and individual treatment planning to help mitigate time students spend away from the classroom. Puente therapists provide direct services to all students and their families in the LHPUSD regardless of their ability to pay. The majority of the students and families on the South Coast do not meet Medi-Cal or diagnostic requirements to be eligible for services provided by San Mateo County Behavioral Healthy and Recovery Services. Puente fills the gap by providing onsite crisis interventions for students and families at both of Puente’s offices in Pescadero and La Honda. In addition to providing crisis response to LHPUSD staff, Puente responds and collaborates with other community partners on the South Coast for emergency behavioral response including La Honda Volunteer Fire Department, CERT Team, Child Protective Services, and possible 5150 psychiatric hold situations through the Sheriff’s Office.
The district-specific funding will support Puente’s staffing for clinical services and enrichment programs in a one year term, including:
• Crisis coordination, consultation, and partner collaboration
• Targeted individual and family short-term therapy
• Topic-focused parenting groups
Puente is currently seeking funding from foundations and individual donors to continue providing clinical services and meeting the behavioral health needs of the South Coast. San Mateo County Behavioral Health and Recovery Services provides funding for specific prevention groups to children ages 9-18 through Project SUCCESS, and for transitional aged youth ages 18-25 through Seeking Safety.
Total Measure K Request: Not to Exceed $45,010
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-19 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

County Counsel has reviewed and approved the resolution as to form.
Funding for Puente clinical programs contributes to the Shared Vision 2025 outcome of a healthy community by promoting greater access to mental health services in the South Coast communities.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-19 Approved Recommended Budget.
