Measure K: Adopt a resolution authorizing an agreement with Second Harvest Food Bank to provide food assistance to residents of San Mateo County, for the term of July 1, 2018 through June 30, 2019, for a total obligation not to exceed $150,000.

BACKGROUND:
The Board of Supervisors authorized an allocation of $150,000 of Measure K funds to Second Harvest Food Bank (“SHFB”) to provide food assistance to residents of San Mateo County who are in need. SHFB is the single largest non-governmental source of food for low income populations in San Mateo County and should be considered a sole source provider.
On December 13, 2016 the Board of Supervisors accepted a plan for FY 2017-19 Measure K allocations and authorized a one-time rollover of funding for initiatives from FY 2013-2017. This included allocating $150,000 of Measure K funds to provide 1 million pounds of food to low-income residents in San Mateo County.
DISCUSSION:
In San Mateo County, much like the greater Bay Area, housing costs consume the majority of a family’s monthly income. Many families opt out or do not apply for nutritional assistance. This agreement will allow SHFB to continue to provide nutritional groceries and food assistance either directly through its food bank, or indirectly at one of their nonprofit partner sites. These provisions are necessary due to the increase in median housing costs leaving low-income residents with less monthly income for food.
The Human Services Agency (“HSA”) is requesting that the Board waive the Request for Proposal (“RFP”) process as SHFB is the lead agency for San Mateo County’s unique food distribution network and should be considered a sole source.
The resolution contains the County’s standard provisions allowing amendments of the
County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
This agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing food assistance to low-income residents to meet their basic needs and promoting healthy eating habits. Through the provision of the services described in this agreement, it is estimated that roughly 70% of individuals at or below the 200% of the Federal Poverty Level will be provided with nutritional food, and that 3.1 million pounds of food will be distributed within San Mateo County through SHFB’s direct service programs.

FISCAL IMPACT:
The term of this agreement is July 1, 2018 through June 30, 2019 for a total obligation of $150,000. This agreement is 100% Net County Cost, and funded through Measure K Sales and Use tax. Appropriation of this funding will be included in the FY 2018-19 Recommended Budget.
