BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 4 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.  

 

PROJECT SUMMARY:

This is a request to authorize a grant to Catholic Charities Refugee & Immigrant Services San Mateo County, and resulting grant agreement in an amount not to exceed $5,000 to support for the Futbol con Corazón soccer tournament for unaccompanied minors who live in San Mateo County. The County Manager’s Office will administer and manage the proposed agreement.

 

Futbol con Corazón soccer tournament will be held on Saturday, June 16, 2018 at Sacred Heart School in Atherton.  It will bring together 69 unaccompanied minors with the community to form teams and play soccer in celebration of the 2018 World Cup.

Several years ago, Catholic Charities asked the unaccompanied minors the question: “what would you like to receive?”  Their answer was surprisingly simple and powerful: “Can we play soccer?”  Many of these children and youth fled violence in their home countries where a simple game of soccer in the park was very dangerous.

Futbol con Corazón soccer tournament hopes to raise awareness about unaccompanied youth and their needs for legal assistance and wrap-around services including therapy, academic support and leadership training to help them adjust to their new lives here in San Mateo County.

 

Sponsorship of this soccer tournament will pay for jerseys, shorts and footwear for the unaccompanied minors and t-shirts for volunteers participating in or working at the tournament.  The breakdown will be:

                     100 Youth Soccer jerseys

                     60 Adult Soccer jerseys

                     50 Youth Soccer shorts

                     30 Volunteer t-shirts

                     50 Youth Soccer footwear

 

Total Measure K Request: Not to Exceed $5,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds before July 30, 2018 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding to Catholic Charities Refugee & Immigrant Services San Mateo County to support for the Futbol con Corazón soccer tournament for unaccompanied minors who live in San Mateo County aligns with the San Mateo County Shared Vision 2025 outcome of creating a prosperous community by fostering community-building and educational opportunities for San Mateo County residents.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
