BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 3 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.  

PROJECT SUMMARY:

This is a request to authorize a grant to Peninsula Volunteers, and resulting grant agreement in an amount not to exceed $10,000 to provide for the expansion of subsidized transportation rides to seniors. The County Manager, or his designee, will administer and manage the proposed agreement.

Transportation is seniors’ second-largest challenge in aging, behind finances, according to a 2010 MetLife Foundation survey. However, transportation services, such as rideshare programs, assist seniors in maintaining a healthy lifestyle.

In May 2016, Peninsula Volunteers partnered with Lyft to transport seniors to medical appointments and their local adult activity center. In the program’s first twenty-two months of operation, 246 unique riders took advantage of the program’s discounted rides ($4 for $12 routes that spanned an average distance of 3.4 miles), with a current average of 500 rides per month. Since program inception, participation in local adult activity center programs has increased for these seniors from an average of 1 day a week to 3 days a week.

This funding would contribute toward the expansion of the transportation program by approximately 95 additional rides each month. Participating riders could be transported for the following purposes:

                     Medical appointments

                     Dental appointments

                     Activity Center partners (Little House, San Carlos Adult Activity Center, Veterans Memorial Senior Center)

Funding will cover costs directly related to operating the program, including a 10% administrative fee that covers the cost to the organization to coordinate the rides and the cost of credit card fees. Peninsula Volunteers, through Little House, coordinates on demand rides with Lyft to ensure riders receive the subsidized rate. The average anticipated cost per ride is $12, $4 of which is paid by the rider. The total cost of expanding the program by approximately 95 rides per month for one year is $14,592 and includes the rider fee.

 

Total Measure K Request: Not to Exceed $10,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-18 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the Peninsula Volunteers Transportation Program contributes to the Shared Vision 2025 outcome of a Healthy Community by providing on-demand transportation services to seniors for the purpose of maintaining a healthy lifestyle.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Approved Recommended Budget.
