DISCUSSION:

TLC provides expanded outpatient and residential substance use disorder treatment services for men, women, and young mothers with children through the DMC-ODS waiver. The contractor will continue to provide a full continuum of services, including assessment, recovery or treatment planning, psycho-education, process and support groups, individual counseling, case management, financial coaching, and additional services that were not available prior to the waiver.

With the legalization of marijuana in California, emerging data related to the health and safety of recreational marijuana use has highlighted the need for a community education campaign.  Through this amendment, TLC will provide outreach and education to the immigrant Latino communities.

The amendment and resolution have been reviewed and approved by County Counsel as to form.

Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services to support recovery, which in turn contributes to the health and safety of communities throughout the County. A successful treatment discharge occurs when a program participant completes his/her treatment/recovery plan or when a participant is transferred to the next appropriate level of care. It is anticipated that 60% of clients will achieve a successful treatment discharge. Additionally, as a direct result of this amendment, it is anticipated that outreach and education will be provided to an additional 160 community members through this community education campaign.
