BACKGROUND:

The San Mateo County Public Health STD/HIV Program provides HIV education, counseling, and testing; linkage to care and treatment; retention and re-engagement in care; and partner services and prevention to San Mateo County residents.  These services are funded by a grant from the Centers for Disease Control and Prevention, which is administered by the designated fiscal agent, the California Department of Public Health.

 

DISCUSSION:

HIV prevention funding offsets the cost of 1.93 FTEs at the Health System.  This contract is late due to federal budget delays.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing HIV prevention services to individuals affected by HIV/AIDS.  It is anticipated that these services will enable 90% of HIV-positive clients who are linked to primary care services by San Mateo Public Health STD/HIV Program to improve their quality of life.

FISCAL IMPACT:

The term of the agreement is September 30, 2017 through September 29, 2020.  The amount of the agreement is $709,500 of which $177,375 is included in the Public Health, Policy and Planning (PHPP) FY 2017-18 Adopted Budget and $59,125 will be included in the PHPP FY 2018-19 Recommended Budget. Similar arrangements will be made for future budget years. Since the County is receiving these funds and no matching funds are required, there is no Net County Cost associated with this agreement.
