BACKGROUND AND DISCUSSION:

Measure K is the ten-year half-cent general sales tax approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board adopted the Measure K allocation plan for the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District five has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.

 

 

Project Summary:

This is a request to authorize a grant to assist in helping expand education regarding health and wellness to the community, with an emphasis on diabetes and heart disease. Besides the Polynesian community, there will be an emphasis on reaching out to all families and friends in District 5 covering Daly City, Colma, Broadmoor, South San Francisco, San Bruno, and Brisbane. The goal is to spread knowledge/awareness regarding diabetes and heart disease through educational sessions, music, resource tables, entertainment, games and healthy food. The goal is also to provide a full day of fun that the whole family can enjoy, without worrying about the cost. In addition, this event will raise awareness and engage community members in efforts to improve public health, while building community partnerships with various health/wellness groups with an emphasis on diabetes and heart disease. 

 

These funds will be used for the following:

 

                     Shine! Family Day on May 19th, 2018 from 11 a.m. to 4 p.m.

                     Facilities at Jefferson High School, 6996 Mission Street, Daly City

                     The free event will allow low-income families entry to a day of educational workshops, live entertainment, an array of resource tables, music, and games, for the entire family.

                     Supplies/prizes for crafts and games (face painting, balloons, etc.)

                     Decorations

                     Marketing material, including fliers, banners and media coverage

 

Total Measure K Request: Not to exceed $5,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY2017-2018 for the purposes described above:

County Counsel has reviewed and approved the resolution as to form.

 

Funding for the Pacific Islands Together (P.I.T.) Shine! Family Day contributes to the Shared Vision 2025 by providing all members of the public with an educational opportunity to learn more about health and wellness in the community with an emphasis on diabetes and heart disease.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY2017-2018 Measure K request.  These funds are budgeted in the Non-Departmental Services FY 2017-2018 Adopted Budget.
