RECOMMENDATION:

title

Adopt a resolution authorizing the acceptance of an award from the California Department of Public Health, Tuberculosis Control Branch to provide tuberculosis prevention and control activities for the term of July 1, 2017 through June 30, 2018, in an amount not to exceed $348,263.

BACKGROUND:

The California Department of Public Health (CDPH) provides funding for Tuberculosis (TB) control activities including the investigation of potential cases and administration of the directly-observed therapy program.  The increased TB transmission rate among homeless populations, in congregate settings such as shelters, prisons and jails; high immigration rates of TB-endemic countries to San Mateo communities; and a general reduction in the national public health infrastructure supporting TB control activities continues to be a challenge for San Mateo County and throughout the state of California.

DISCUSSION:

TB cases and their contacts are typically followed for six to twelve months and sometimes longer.  Funding from this award will be used to offset the cost of 1 FTE Communicable Disease Investigator, 2.25 FTE of Community Workers, and .33 FTE of a Social Work Supervisor.  The TB staff will provide prevention and control measures including case management, contact investigation, and directly-observed therapy.

Delays in federal funding authorization prevented CDPH from sending the agreement to the County until late June 2017.

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by County Counsel as to form.

The acceptance of the award contributes to the Shared Vision 2025 outcome of a Healthy Community by providing funds to identify and case manage patients with TB to prevent spread of the disease.  It is anticipated that approximately 63 active TB cases will be case managed by the TB Control Program, with exposed contacts investigated and managed accordingly

FISCAL IMPACT:

The term of the agreement is July 1, 2017 through June 30, 2018.  The amount of the agreement is not to exceed $348,263 for the contract term. These funds are included in the Public Health, Policy and Planning FY 2017-18 Approved Recommended Budget.  Since the County is receiving these funds and no matching funds are required, there is no Net County Cost associated with this agreement.
