BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 3 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.  

PROJECT SUMMARY:

This is a request to authorize a grant to Cabrillo Unified School District (District), and resulting grant agreement in an amount not to exceed $96,000 to provide for the expansion of the District’s School Linked Services (SLS) Counseling Program. The County Manager’s Office will administer and manage the proposed agreement.

The SLS Counseling Program provides short term (4-10 weeks) counseling and case management services to students within the District. These services are provided through individual or group counseling on the school site. The focus of the services is to address behavioral/emotional concerns early and increase the likelihood of improved relationships, solve specific problems, reduce feelings of distress, and ultimately increase the student’s academic potential. This program serves students who typically “fall through the cracks” and do not meet criteria for an individualized education program (IEP), but struggle with issues related, but not limited to, PTSD, mood disorders, stressful life transitions, ADHD, grief, domestic violence, and poverty.

 

Schools currently being served by the SLS Counseling Program include Farallone View Elementary, El Granada Elementary, Hatch Elementary, and Cunha Intermediate School. The program is led by two part-time licensed Marriage and Family Therapists (20 hours/week for each therapist). This current program serves between 100-115 students annually and is funded by the San Mateo County Human Service Agency’s Office of Child Abuse and Prevention (OCAP) grant.

 

The goal of this funding request is to expand this current program to triple the number of students served (to reach 300 to 345 students) and expand the counseling services to include all the schools within the District by developing a districtwide clinical internship program. In addition to the increased services provided to District students, this expansion will include increased support and training for teachers and regular educational outreach to parents. The grant funding will increase staffing to expand the SLS Counseling Program in the following ways:

 

                     Hire 4 additional part-time post graduate clinical interns ($10,000 stipend for each intern)

                     Increase existing licensed clinician hours by an additional 10 hours per week to allow clinicians to supervise interns and coordinate program expansion ($50,000 total)

                     Cover costs associated with program activities and outreach ($6,000 total)

 

 

Total Measure K Request: Not to Exceed $96,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-19 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the School Linked Services Counseling Program contributes to the Shared Vision 2025 outcome of a Prosperous Community by addressing student mental health concerns and promoting wellness to maximize academic potential.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2017-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
