BACKGROUND:

Moving to Work (MTW) is a demonstration program that offers participating housing authorities the opportunity to design and test innovative, locally designed housing and self-sufficiency strategies for low-income families by allowing exceptions from certain housing regulations.  Since 2008, the Housing Authority of the County of San Mateo (HACSM) has implemented activities to align with the goals of the Department of Housing and Urban Development (HUD) to increase administrative efficiencies, encourage self-sufficiency, and expand housing choice.

 

In April 2016, Congress extended the demonstration through 2028 so that housing agencies could continue their tremendous work with the number of flexibilities put in place during the first few years of the program.

 

In April 2017, HACSM executed a Rental Assistance Demonstration (RAD) Conversion Commitment Contract with HUD to convert its 30 remaining Public Housing units to Project-Based Vouchers. 

 

DISCUSSION:

Attachment A of the Standard MTW Agreement discusses the calculation of funding levels that HUD will provide HACSM for its Housing Voucher and Pubic Housing programs.  MTW agencies are permitted to receive such funds as a block grant so that funds can be used for any eligible program expense. As a result of the RAD conversion, HUD revised Attachment A to reflect funding associated with any new vouchers received as part of the program.

 

The funding flexibility permitted MTW agencies enables housing authorities to control the programmatic allocation of funds to respond to local community and program needs. The revised funding agreement also commits HUD to allowing local control over any fiscal year surplus rather than recapturing annual surpluses at year end.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this resolution contributes to the Shared Vision 2025 outcome of a Livable Community by enabling HACSM to provide housing subsidy to low and very low income households.

 

FISCAL IMPACT:

There is no Net County Cost associated with this action.  All funds required to operate the program are provided by the U.S. Department of Housing and Urban Development.
