BACKGROUND:

On June 21, 2016, your Board approved an agreement with Caminar, Inc. (Caminar) to provide community-based services to individuals with serious mental illnesses, focusing on maximizing wellness and recovery opportunities for adults with mental, physical, and developmental disabilities, for the term July 1, 2016 through June 30, 2017, in the amount of $7,605,608. 

 

On January 1, 2017, Family & Children’s Services merged with Caminar and now operates as a division of Caminar.  Through this merger, Caminar will provide mental health services through the Mental Health Plan.  Prior to the merger, Family & Children’s Services provided mental health services to San Mateo County clients under the Mental Health Plan.

 

Under the B-1 Administrative Memorandum, housing and housing-related mental health services are exempt from the County Request for Proposals process.

 

DISCUSSION:

Caminar will continue to provide the following (1) crisis residential treatment; (2) transitional residential treatment; (3) supported housing services (including housing rental subsidies and client transportation costs); (4) case management; rehabilitation services (including supported education, supported employment, and enhanced supported education services for Transition Age Youth); (5) Young Adult Independent Living services; and (6) property management of subsidized housing.  Additional services to be provided are the administration of the San Mateo Contractors’ Association grant funding, and the management of transportation needs of clients in all contractor-sponsored programs. 

 

It is now necessary to amend this agreement due to the following: (1) to provide mental health services through the Mental Health Plan, effective January 1, 2017; (2) to extend the term of the agreement through June 30, 2019; and (3) to provide a 3% cost of living increase effective July 1, 2017.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.  The amendment is late due to prolonged contract negotiations with the provider and is on the Continuing Resolution.

 

Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing housing and housing-related services, supported education services, and other rehabilitation services.  It is anticipated that 83% of clients who receive services will be maintained at a current or lower level of care.

FISCAL IMPACT:

The term of the agreement is July 1, 2016 through June 30, 2019. The amount of the agreement is not to exceed $23,470,724.  The amendment increases the contract amount by $15,865,116.  For FY 2016-17, the increase is $54,080. Of that amount $18,387 is funded by Federal Financial Participation, $11,357 is funded by Medicare, $4,867 is funded by insurance and $19,469 is funded by 2011 Realignment.

 

The amount for FY 2017-18 is $7,905,518.  Of that amount, $2,687,100 will be funded by Federal Financial Participation; $553,991 by the Mental Health Services Act; $18,442 will be funded by Medicare, $20,996 will be funded by insurance; $18,154 will be funded by Health Worx; $39,639 will be funded by the Substance Abuse and Mental Health Services Administration; $2,594,821 will be funded by 1991 Realignment; and $27,000 will be funded by 2011 Realignment.

 

The Net County Cost for the entire agreement is $1,945,375 which includes the required match for Realignment.  Funds for these services are included in the BHRS FY 2017-18 Recommended Budget.  Similar arrangements will be made for future years.
