BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 3 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.  

PROJECT SUMMARY:

This is a request to authorize a grant to Rotacare Coastside Clinic, and resulting grant agreement in an amount not to exceed $5,000 to provide support for costs associated with patient referrals and clinic medical supplies. The County Manager’s Office will administer and manage the proposed agreement.

RotaCare Bay Area’s (RBA) mission is to provide free medical care in the Bay Area and surrounding communities for those who have the greatest need and the least access to medical services. RBA was formed almost thirty years ago with a single clinic, and has grown to encompass 11 free clinics operating across eight Bay Area counties, including the RotaCare Coastside Clinic in Half Moon Bay. RBA clinics are operated primarily by mobilizing local physicians, nurses, and many others that generously volunteer their time; RBA collectively mobilizes over 1,500 volunteers and serves over 10,000 patients each year. RotaCare Coastside Clinic in Half Moon Bay is open every Wednesday from 5:00pm - 9:00pm and annually provides nearly 500 low-income uninsured residents of the greater San Mateo County area with quality primary care medical services free of charge.

There remains a critical need for access to quality primary and urgent care for many low-income residents, who remain uninsured in the Bay Area and in particular in San Mateo County. RBA continues to play an important role in the regional safety net, and is poised to improve quality, capacity, and scope of services to provide additional access to healthcare by the uninsured. The district-specific funding will further the clinic’s ability to provide patients with quality and timely free medical care and health services. Specifically, the funds will support the cost of:

                     Medical equipment, specifically O2 saturation monitors and a medical grade refrigerator to store vaccines and medications.

                     Supplies, including but not limited to, wound care, diabetes care, pregnancy testing, medication and injectable supplies, and health education materials.

                     Patient referrals to specialists or services in the community and costs related to those services, including but not limited to, dental appointments and fees, Ophthalmology appointments, optometry appointments and glasses.

 

Total Measure K Request: Not to Exceed $5,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-18 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the RotaCare Coastside Clinic contributes to the Shared Vision 2025 outcome of healthy communities by providing low-income, uninsured residents with access to health services.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Approved Recommended Budget.
