Adopt a resolution authorizing the establishment of a no parking zone on Capistrano Road, just west of Cabrillo Highway, State Route No. 1, in Half Moon Bay.

BACKGROUND:

Section 22507 et.al. of the California Vehicle Code provides that local authorities may prohibit or restrict the stopping, parking, or standing of vehicles by resolution or ordinance.

 

Your Board has adopted similar resolutions and ordinances designating various traffic controls.

On June 28, 2005, the Board adopted Resolution 067421 regarding a no parking zone on Capistrano Rd in unincorporated Half Moon Bay. Additional no parking zones have been requested by the Coastside Fire Protection District along Capistrano Rd, to allow for improved access staging areas for firefighting.

 

Resolution 067421 states:

Ø                     Capistrano Road

On both sides of Capistrano Road commencing at the southerly intersection of Cabrillo Highway, State Route No. 1, and extending to the intersection of Prospect way, a distance of 2,000 feet, more or less, excepting therefrom bays provided for parking and not posted as “No Parking”.

 

The Department of Public Works recommends amending description as follows:

Ø                     Capistrano Road

On the easterly side of CAPISTRANO ROAD commencing at the intersection of CABRILLO HIGHWAY, State Route No. 1, and extending westerly to the westerly property line of 390 Capistrano Rd, for a distance of 1675 feet, more or less.

On the westerly side of CAPISTRANO ROAD commencing at the intersection of CABRILLO HIGHWAY, State Route No. 1, and extending westerly to a point across from the westerly property line of 390 Capistrano Rd, for a distance of 1590 feet, more or less.

 

DISCUSSION:

The Department has evaluated the Coastside Fire Protection District’s request and determined that the recommended parking restrictions, while limiting parking, will benefit the community by enhancing overall safety. The Department recommends adoption of the resolution adding the described parking restrictions.

 

The site has been investigated to determine if additional parking restrictions are warranted. Property owners extending a minimum of 300 feet from the proposed parking zone locations, and the Midcoast Council, were notified of the date and time of your Board’s meeting when these items will be considered. The objections and support received to date are summarized in Attachment “A”. The Midcoast Council does not formally support the proposal. Separately, they have requested that the Department of Public Works consider opportunities to better identify public parking. Moving forward, the Department can commit to exploring improved parking signs though the Department’s authority is limited to road rights-of-way and does not include privately owned parcels, which are required to provide public parking.

 

The locations of parking zones on County-maintained streets are currently shown on maps in the Department of Public Works, and will be made available on the Department’s web site. The master map will be updated to reflect the recommended changes, if your Board approves the proposed resolution.

 

County Counsel has reviewed and approved the resolutions as to form.

 

Approval of this resolution contributes to the Shared Vision 2025 outcome of a Livable Community by allowing residents, business owners, and schools to help shape the neighborhood traffic controls in a way that best fits their collective needs.

 

FISCAL IMPACT:

The cost for staff time involved in evaluating and processing requests for traffic regulations is part of the administrative cost associated with evaluating traffic-related requests involving the County maintained road system, and is financed with Road Funds. The cost of installing signs and painting parking zone markings varies, but averages approximately $550 per parking sign.

 

There is no impact to the General Fund.
