BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY 2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 3 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY:

 

This is a request to authorize a grant to Coastside Land Trust (CLT) and resulting grant agreement in an amount not to exceed $50,000 to complete final plans, designs, and environmental documents for the Wavecrest Trail Phase II segment of the California Coastal Trail. The County Manager’s Office will administer and manage the proposed agreement.

The California Coastal Trail is a network of public trails for pedestrians, cyclists, and

equestrians along the 1,200-mile California coastline. The Trail is now more than

halfway complete. San Mateo County Parks has built Coastal Trail segments at Devil’s

Slide, Fitzgerald Marine Reserve, and Mirada Surf.

 

The Wavecrest Property is a 206-acre open space located west of Highway 1 between

Seymour Street and Wavecrest Road in Half Moon Bay. Wavecrest was purchased by

Peninsula Open Space Trust (POST) and Coastside Land Trust for habitat protection, openspace protection and public access. An active volunteer stewardship program was

developed to maintain trails and remove invasive species. One of the initial goals was to

develop a conceptual trail design for the four-mile section of California Coastal Trail

through the Wavecrest property. This section of Coastal Trail will connect Poplar Beach

and Redondo Beach. The 1,700-foot-long Wavecrest Trail, Phase I was built to connect Half Moon Bay’s Poplar Beach and Half Moon Bay State Beach. San Mateo County Park staff helped with the Phase I construction.

 

CLT completed 95% designs completed for the Phase II Project (Project) additional two-miles of Coastal Trail, including designs, plans, specifications, permits and cost estimates, with a Measure K grant through San Mateo County Parks Department. The current funding from District 3 Measure K will update these documents to incorporate additional trail, beach access stairs, parking, and restroom improvements made possible through POST’s recent acquisition of 26 additional acres in the project area.

District-discretionary Measure K funding for this organization has previously been provided as listed below:

                     On July 21, 2015, the Board of Supervisors adopted a resolution authorizing an agreement with CLT for $260,000 to provide design services for plans, specifications, and permits for the Wavecrest Trail, Phase II project.

 

                     On June 18, 2018, the Board approved an amendment to the agreement extending the term through June 30, 2019. CLT successfully completed the project in Spring 2019.

 

This Measure K grant agreement will provide CLT an additional $50,000 in District 3 Measure K funds to update the Wavecrest Trail Phase II project plans, designs, and environmental documents to include improvements enabled by the recent acquisition of 26 acres in the Wavecrest planned unit development area in Half Moon Bay by Peninsula Open Space Trust (POST) and CLT.

Phase II will now extend from the southern terminus of the Phase I trail south to Redondo Beach with stairway access to the beach at Ravine 9 and include improvements to parking and restrooms adjacent to Smith Fields.

The City of Half Moon Bay has provided comments on the Phase II project designs which will be incorporated into the 100% designs.

Construction funds for the Wavecrest Trail Phase II section of the California Coastal Trail are anticipated to come through a future grant from the California Coastal Conservancy.

 

Total Measure K Request: Not to Exceed $50,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2018-19 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

County Counsel has reviewed and approved the agreement and resolution as to form.

 

Funding for the Wavecrest Phase II project contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community as the design of the California Coastal Trail increases the number and quality of natural experiences for park and open space visitors. Each visitor that experiences the County’s natural and recreational resources gains a greater appreciation of the need for their preservation.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2018-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-19 Adopted Budget.
