BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY 2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 3 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY:

This is a request to authorize a transfer to Department of Public Works, in an amount not to exceed $9,000 to provide for two portable restrooms in Pescadero. The Director of Public Works will administer and manage the existing rental and service contract.

The Pescadero Community Advisory Council (PMAC) has advised that the County continue, for a second year, to provide for the rental and servicing of two portable restrooms in Pescadero. This request will help meet visitor demand for publically accessible restrooms through a community-led response to the loss of the three restrooms located at the Pescadero Country Store, which burned to the ground the weekend of September 17th, 2016.

The Pescadero Country Store was one of the handful of businesses providing restrooms to serve the needs of locals and visitors to this popular coastal community. There has yet to be a reconstruction of the Pescadero Country Store. The Department of Public Works has an interest in helping to meet the need for public restrooms in this rural, unincorporated area of the County, and is willing to implement a plan to rent two portable restrooms. This transfer of $9,000 in Measure K funds will enable Public Works to amend the 2016 contract with a local portable restroom provider for a 24-month period of rental and weekly cleaning for two ADA-accessible portable restrooms.

Public Works will continue the existing location of the restrooms where a public parking lot currently exists in a County Right-of-Way at Pescadero Creek Road and Stage Road in Pescadero.

 

Total Measure K Request: Not to Exceed $9,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2018-19 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

County Counsel has reviewed and approved the agreement and resolution as to form.

 

Funding for the Pescadero Portable Restrooms contributes to the Shared Vision 2025 outcome of a Collaborative Community by forging partnerships with internal and external entities to effectively respond to an emergency and provide portable restrooms to the community.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2018-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-19 Adopted Budget.
