BACKGROUND:

Your Board has authorized similar agreements with the Coastside Adult Day Health Center to conduct the annual Pacific Coast Dream Machines fundraising dinner at the Half Moon Bay Airport (Airport) each of the past 28 years. The annual Dream Machines event is the largest source of fundraising revenue for the Coastside Adult Day Health Center (CADHC) located in Half Moon Bay. The fundraising dinner, associated with the Dream Machines Event, is hosted by the Half Moon Bay Pilots Association, and benefits the Half Moon Bay High School’s scholarship fund.

 

Section 25536 of the California Government Code provides that a board of supervisors, by 4/5ths vote, may enter into agreements to allow activities on County airport property.

 

DISCUSSION:

Your Board approved Resolution Number 076543 on April 9, 2019 for the Dream Machines Event (Event). The Department of Public Works (Department) requests your Board to approve the annual fundraising dinner associated with the event which requires the CADHC to:

 

                     Provide sufficient staffing to coordinate parking, perimeter security, and the general policing of the Airport area to be used. CADHC will also coordinate traffic control with the Sheriff’s Office and the California Highway Patrol; and

 

                     Provide insurance coverage for the Event that meets the requirements of the County Risk Manager; and

 

                     Comply with County policies for the sale of alcohol, waste diversion and recycling, and the use of disposable food service ware during the event.

 

All proceeds raised at the fundraising dinner, hosted by the Half Moon Bay Pilots Association, supports the Half Moon Bay High School’s scholarship program.

 

Airport staff (Staff) has coordinated with the Airport tenants and businesses about the event. In addition, Staff have reached out to the Midcoast Community Council (MCC) to advise them of the upcoming event and intent to present another three-year agreement to your Board. 

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

Approval of this resolution contributes to the Shared Vision 2025 outcome of a Healthy Community by providing a fundraising opportunity for the CADHC which serves a vulnerable population on the Coastside.

 

FISCAL IMPACT:

Per the Pacific Coast Dream Machines event Agreement, the CADHC will pay the Airport a minimum fee of $4,000 for use of the Half Moon Bay Airport for event set up, fundraising dinner, event day, and clean up the day after the event. In addition to the minimum fee, the CADHC will reimburse the Airport for staff time related to execution of the event in excess of the minimum fee and for any damage incurred.

 

There is no impact to the General Fund.
