Recommendation for the reappointment of Robert Stine to the San Mateo County Civil Service Commission, representing District 2, for waiver of the 12-year limitation on service, and for a third term ending December 31, 2022 or as soon thereafter as a replacement is appointed.

BACKGROUND:

The Civil Service Commission consists of five members appointed by the Board of Supervisors with one member from each supervisorial district.  Traditionally, each member of the Board of Supervisors has selected the Commissioner from his or her supervisorial district, subject to the approval of the entire Board of Supervisors.

 

County of San Mateo Resolution Number 69276 limits members of boards and commissions to 12 years of service. This limitation, however, does not include any partial terms. Furthermore, the 12 year limit may be waived by the Board of Supervisors.

 

DISCUSSION:

Mr. Robert Stine was first appointed to the Civil Service Commission's 2nd District seat in November 2007 by Supervisor Jerry Hill to complete a partial term that expired in December 2010. I subsequently reappointed Mr. Stine to additional four-year terms in 2010 and 2015.

 

Mr. Stine’s past experiences includes serving as a United Airlines Mechanic Shop Steward and also serving on the City of San Mateo Personnel Board.  Mr. Stine has been a valuable member of the Civil Service Commission and has performed his duties in a very capable manner.  Mr. Stine wishes to be reappointed.

 

This reappointment contributes to the 2025 Shared Vision statement of a Collaborative Community.  Our diverse population works well together to build strong communities, effective government and a prosperous economy.  Civic engagement through voting, public service, charitable giving, volunteerism and participation in public discussions of important issues is uniformly high among the diverse population of San Mateo County.

 

If this extension were approved, Mr. Stine’s term would coincide with my final term in office, allowing for my successor to select a new Commissioner from the 2nd District upon taking office.
