Measure K: Adopt a resolution authorizing the Parks Director, or her designee, to execute an amendment to the funding agreement with the Pacifica Land Trust for the Pedro Point Headlands Restoration and Trail Building Project, extending the term of the funding agreement through June 30, 2019, with no change to the agreement’s fiscal amount.

BACKGROUND:
The Pedro Point Headlands (PPH) is an approximately 250-acre promontory that is located between Devil’s Slide and the City of Pacifica. The parcels that comprise PPH are owned by the State Coastal Conservancy (SCC) and the City of Pacifica. In addition to hosting sensitive natural resources, a segment of the California Coastal Trail is planned to traverse a portion of the property and connect the City of Pacifica and the Devil’s Slide Trail.
The Pacifica Land Trust (PLT), a 501(c)(3) non-profit organization, has been instrumental in preserving PPH since 1993. They have been responsible for managing the property, preventing unauthorized motorcycle use, removing non-native plants, and maintaining recreational trails. PLT was awarded a $1,139,274 Off-Highway Vehicle (OHV) restoration grant from California State Park and Recreation to curtail detrimental erosion. The PLT also replaced the existing unsustainable footpaths with well-designed recreational hiking trails.
DISCUSSION:
On August 4, 2015, the Board of Supervisors adopted Resolution No. 073965, which authorized the Parks Director to execute a funding agreement with PLT for trail building and habitat restoration services, for the term of August 4, 2015 through June 30, 2017, in an amount not to exceed $350,000, and to manage the funding agreement to receive periodic reports and reimburse payment requests.
In June of 2017, the Board approved a no-cost extension of the funding agreement to enable PLT to complete the required restoration work. The Parks Department now seeks a second no-cost extension of the agreement for a revised term expiring June 30, 2019. While the first no-cost extension allowed PLT to complete their project, upon conclusion, project funds remained and PLT requested access to the remaining funds to complete further restoration activities at PPH. The further restoration work, which has already been completed by PLT, continued past the expiration date of the first amendment. The second extension will allow the Department to reimburse PLT for $53,043.63 it incurred while completing the additional restoration work. No other terms of the agreement would be changed.
The extension of the term of the agreement is for the restoration work, efforts to restore the Arroyo Trail social paths, and planting native plants during the wet season, which has already been completed by PLT.
County Counsel has reviewed and approved the resolution as to form.
Approval of this agreement contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community as the restoration of native habitat increases the quality of natural experiences for park and open space visitors.
FISCAL IMPACT:
The amendment will simply extend the term of the agreement through June 30, 2019 and does not involve additional funding. There is no fiscal impact as a result of this change.
