B)                     Authorizing the Director of Public Works to proceed with preparing the plans and specifications for the Memorial Park Wastewater Treatment Facilities Improvement Project (WWTP); and

 

C)                     Authorizing the Director of Public Works to proceed with advertising for bids on the Memorial Park Wastewater Treatment Facilities Improvement Project (WWTP) and reporting back to this Board with recommendations on awarding a contract.

BACKGROUND:

On January 10, 2017, your Board adopted Resolution No. 074982 which authorized an agreement with Hydroscience Engineers, Inc. to provide services that included: condition assessment of existing wastewater infrastructure, field surveys, geotechnical investigation, environmental analysis and permitting (California Environmental Quality Act compliance), feasibility study, conceptual design, preparation of construction plans, specifications and cost estimates for bidding purposes, and construction management and support for the Memorial Park Wastewater Treatment Facilities Improvement Project (Project).

 

DISCUSSION:

Memorial Park (Park) is a 673-acre park in San Mateo County, located at 9500 Pescadero Creek Road, Loma Mar, California. The Park has a year-round campground with 158 family camp sites organized into camp areas, day use areas, a visitor center, a camp store, and two youth camps (Homestead Youth Camp and Redwood Flat Youth Camp). Park activities include camping, hiking, picnicking, campfire programs, and other outdoor activities among the coastal redwood forest.

 

The campground’s wastewater treatment and collection system include an existing wastewater treatment plant (WWTP) serving the eastern side of the Park, a septic system serving the Homestead Youth Camp and a ranger residence in the Park, and 9,650 feet of gravity sewer pipes and 56 manholes. These facilities were built in approximately 1966. The existing WWTP is at end of its useful life and does not provide a consistent level of service.

 

The Project involves replacing the existing WWTP with a modern, reliable system that reduces the operations and maintenance (O&M) burden on park staff; repair or replacement of the sewer collection system to improve system performance and reduce the O&M requirements; and other necessary upgrades to the sewer system from the wastewater collection portion of the system through sewage treatment to effluent disposal.

 

The Initial Study/Mitigated Negative Declaration (IS/MND) for the Project has been completed and identified potential adverse effects during construction. Those effects will be reduced to less-than-significant levels through the implementation of specific mitigation measures as identified in the Mitigation Monitoring and Reporting Plan (MMRP) pursuant to Section 21081.6 of the California Public Resources Code. A 30-day review period was completed in compliance with the provisions of the California Environmental Quality Act (CEQA), one comment was received, and a response to the comment has been prepared.

 

The certification of the IS/MND and the adoption of the MMRP as conditions of project approval will ensure compliance with all CEQA requirements. The IS/MND is available for review at:

A hard copy of the IS/MND is available for review in the Department of Public Works. The response to the comment received on the IS/MND is attached as Exhibit “A” to the Resolution and the MMRP is attached as Exhibit “B” to the Resolution.

 

Funding for the Memorial Park Wastewater Treatment Facilities Improvement Project (Wastewater Treatment Plant - WWTP Project) is included in the County’s Capital Projects budget. The Parks Department would like to expedite construction of the WWTP Project.  As such, we are requesting that the Board authorize the Director of Public Works to proceed with preparation of the plans and specifications and call for bids for the WWTP Project to ensure construction can begin during the 2019 summer construction season.  The WWTP Project is estimated to take one year to construct.  In a subsequent Board action, we will present the plans and specifications for your Board’s adoption and recommend awarding the WWTP Project to the lowest responsible bidder.  Your Board previously approved the use of this “streamlined” process to shorten the time required to award a contract in order to ensure compliance with specific funding or construction deadlines.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of an Environmentally Conscious Community by replacing the wastewater treatment plant and collection systems in order to continue to provide efficient and sustainable services to users of Memorial Park.

 

FISCAL IMPACT:

There is no fiscal impact associated with certifying the IS/MND.  The estimated construction cost of the WWTP Project is $2,700,000 and funds have been allocated in the Capital Projects Budget for this work.

 

There is no impact to the General Fund.
