BACKGROUND:
In 2011, California Assembly Bill 109 (AB 109) was passed. With the passage of the bill, major changes to the State of California's Department of Corrections and Rehabilitations System created information sharing and analytical gaps for San Mateo County's law enforcement agencies. The San Mateo County Police Chiefs and Sheriff Association (SMCPCSA) identified the need for the development of Intelligence-Led Policing practices to understand the post AB 109 Realignment public safety service requirements.

The State of California allocated funds to the SMCPCSA to provide improved countywide analysis and planning dedicated to Intelligence-Led Policing support and AB 109 Realignment activities. The City of Daly City Police Department was selected by the SMCPCSA as the fiscal agent to receive funding from the California Governor's Office on behalf of the SMCPCSA.

On July 1, 2014, the Northern California HIDTA began contracting with the City of Daly City for reimbursement of services provided by a Lead Intelligence Analyst. In March 2018, the Northern California HIDTA Executive Committee and the Sheriff determined it was in the best interest of the County for the Lead Intelligence Analyst position to reside in and be overseen by the Sheriff's Office.
