Acting as the Governing Board of the Area Agency on Aging for the County of San Mateo, adopt a resolution authorizing:
A) The Chief of San Mateo County Health or her designee to enter into funding agreement(s) with the California Department of Aging, and all subsequent amendments thereto, to accept Older Americans Act funds for Title III, VII, Ombudsman and Health Insurance Counseling and Advocacy Program and Executing Provider Agreements, received during or for the term within July 1, 2019, through June 30, 2020; and
B) The Chief of San Mateo County Health or her designee to execute the Older Americans Act Community provider agreements and subsequent amendments, during or for the term July 1, 2019, through June 30, 2020.

BACKGROUND:
In a related item on today’s consent, your Board, as the Area Agency on Aging (AAA), approved the updated Area Plan for Services for Older Adults and Adults with Disabilities (Plan) 2016-2020. The Plan provides a profile of the County’s senior population, identifies goals, and makes recommendations for services to be funded with San Mateo County’s Older Americans Act of 1965 (OAA) funds. The Plan, along with an annual budget, fulfills the California Department of Aging’s (CDA) requirements and generates a funding agreement.
In January 2017, Aging and Adult Services (AAS) issued a Request for Proposal (RFP) to community providers servicing older adults and adults with disabilities, for the term July 1, 2017, through June 30, 2020. Community providers were selected by the RFP Evaluation Committee to provide OAA Title III, Title VII, Ombudsman and Health Insurance Counseling and Advocacy Program (HICAP) services.
DISCUSSION:
AAS contracts with a variety of community-based agencies to implement programs that achieve the Plan’s goals and objectives with OAA funding. These programs include adult day care, adult day health care, congregate nutrition, elder abuse prevention, elder abuse education and training, family caregiver support, health promotion, home-delivered meals, legal assistance, nutrition counseling, nutrition education, ombudsman program, information and assistance, and transportation services. The services provided through these programs have served an average of 40,000 clients annually, helping at-risk individuals remain in the most independent setting possible. The funding agreement accepts OAA funds for such programs. AAS requests that your Board authorize the Chief of San Mateo County Health or her designee to execute the funding agreement(s) and any amendments. The funding amounts will be communicated later by the California Department of Aging (CDA) and future amendments to the funding agreement(s) will allocate additional funds as they become available.
Provisions in the provider agreements with OAA community providers are essentially the same as in the prior provider agreements and comply with CDA requirements. These provider agreements target those in economic and social need, with particular focus on low-income minority individuals, older individuals with limited English proficiency, and older individuals residing in rural areas. AAS requests that your Board authorize the Chief of San Mateo County Health or her designee to prepare and execute the OAA community provider agreements as well as any future amendments that modify the County's maximum fiscal obligation and/or modify the contract term and/or services, so long as the modified term or services is/are within the current or revised fiscal provisions, including future One-Time-Only funds or additional funds received and allocated for the contract period. The amounts will be determined based on the funding agreement(s) to be released by CDA as well as County general funds allocated based on the County budget process. Please refer to the attached matrix for listing of the OAA community providers as well as the approximate value of each provider agreement.
The resolution has been reviewed and approved by County Counsel as to form, and all agreements will be approved by County Counsel as to form.
The agreements contribute to the Shared Vision 2025 outcome of a Healthy Community by providing demographic and statistical information that allows AAS to determine the services most needed for at-risk individuals. Submittal of the Plan is necessary for final approval of the OAA funding needed to continue providing senior services that would help older adults remain in the most independent setting possible. Through the submission of this Update and through providing the community-based services funded through OAA, it is anticipated that 41,000 unduplicated older adults will be served by OAA-funded programs.

FISCAL IMPACT:
The term of the OAA provider agreements is July 1, 2019, through June 30, 2020, in an amount of approximately $4,000,000. Of this total, approximately $3,450,000 is expected to come from State/Federal Funds and the remaining $550,000 is Net County Cost. Funds for these services will be included in the AAS FY 2019-20 Recommended Budget.
