BACKGROUND:
The first year of the 2019-20 State Legislative Session is off and running with over 2,800 bills introduced by lawmakers.
DISCUSSION:
A preliminary list of some 85 bills have been identified to-date as having potential impact on County operations and programs. County staff continue to review and track these bills and others for their potential impact to the County. A more complete list of 2019 legislative session bills will be provided to your Board in May.
San Mateo County is sponsoring two measures this session: AB 825 (Mullin) San Mateo County Flood and Sea Level Rise Resiliency District and AB 738 (Mullin) Regional housing need allocation: County of San Mateo. AB 825 would replace the existing county flood control district and change the governing structure from the Board of Supervisors to a seven-member board consisting of five city and two Board member representatives. AB 738 would allow communities in the County, under certain conditions, to pool affordable housing funding resources and share credit on their production report based on their proportionate share of funds contributed to fund the proposed affordable project in the other district.
Among the many issues the state legislature is working on this session are affordable housing-including an array of bills that comprise the CASA Compact-homelessness, public safety, health and mental health, human services, and wildfire management and emergency response.
