BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 and District 3 have submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were approved by the Board in December 2018, with the following exception: the proposed grant, if approved, would be the third grant of district-discretionary funding to the same organization within the current FY 2017-19 budget cycle. The Board may approve this exception to the criteria by adopting the resolution.  

 

PROJECT SUMMARY:

This is a request to authorize a grant Peninsula Volunteers, Inc. (PVI), and resulting grant agreement in an amount not to exceed $40,000 to provide funding for two Ford Transit Connect vans to be used for Meals on Wheels food deliveries to homebound seniors. The County Manager’s Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below:

                     On January 29, 2019, the Board authorized a one-time grant of district-discretionary Measure K funds, not to exceed $74,306, for facilities repair to both Little House and Rosener House. 

                     On May 8, 2018, the Board authorized a one-time grant of district-specific Measure K funds, not to exceed $10,000, for the expansion of subsidized transportation rides to seniors.

 

PVI’s mission is to provide innovative services and housing to support aging adults in the mid-Peninsula and Silicon Valley. PVI provides high quality and nurturing programs so seniors in San Mateo County are engaged, cared for and respected as vital community members.

Located in Menlo Park, in Supervisorial District 3, PVI delivers over 3,000 hot, nutritious meals each week to homebound older adults throughout San Mateo County through the Meals on Wheels program.  These seniors are unable to shop and cook for themselves, and many are frail, recovering from hospitalization, or are disabled.  More than half of those served by Meals on Wheels have incomes below federal poverty levels. With the need for Meals on Wheels growing, PVI has also seen a shortage of drivers for their program because drivers do not want to use their own vehicles to deliver the meals.  Providing a mode of transportation for the drivers will allow PVI to hire more drivers and increase the number of meals delivered to homebound seniors, who would otherwise face food insecurity.

The proposed $40,000 grant would be used to purchase two Ford Transit Connect vans.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

There are sufficient Measure K funds for this specific FY 2018-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-2019 Adopted Budget.
