RECOMMENDATION:

Adopt a resolution authorizing the Director of the Project Development Unit or his/her designee to:
A) Execute an agreement with Granite Rock Company for Sanchez-Adobe site improvements and foundation work in an amount not to exceed $944,752; and
B) Execute change orders or amendments to modify the County’s maximum fiscal obligation by no more than 10% of the contract value or $94,475.

BACKGROUND:
The County of San Mateo Parks and Recreation Department enlisted Project Development Unit’s (PDU) assistance in obtaining a new Visitors’ Center for the Sanchez Adobe Park located at 1000 Linda Mar Blvd, Pacifica, CA. The PDU in collaboration with Parks and Recreation Department will provide project management oversite of the project.
DISCUSSION:
The new Sanchez Adobe Visitors’ Center will enhance the educational experience while visitors explore the former Mission Delores Outpost (1786) and adobe residence (1842) of Don Francisco Sanchez. Sanchez Adobe hosts many field trips and special programs such as the annual Rancho Day in September. The visitors’ center will be designed to educate visitors and students about the colorful history of the location through interactive events such as brick making and corn grinding demonstrations.
On December 19, 2017, the PDU published a Request for Proposals (RFP) for the services of a mobile building vendor for a 48’ x 60’ modular building. On February 9, 2018, one mobile building vendor proposal was received and submitted by Modular Space Corporation (ModSpace) at a cost of $594,754.
PDU issued an RFP for the Sanchez-Adobe Site Improvements and Foundation Work on February 13, 2019. The County received proposals from Granite Rock Company and Gonsalves & Stronck. Granite Rock Company was the lowest responsible bidder at $944,752.
County Counsel has reviewed and approved the resolution as to form.
Executing the agreement with Granite Rock Company for the Site Work Improvement scope contributes to the Shared Vision 2025 outcome of Colloborative Community by advancing this project that will provide regional benefits to San Mateo County residents.
FISCAL IMPACT:
Funding for this contract scope is provided in the County of San Mateo Parks and Recreation Department budget for $1,039,227. Sufficient appropriations are included in Parks and Recreation Department’s FY 2018-19 Adopted Budget to accommodate ongoing costs, and appropriate amounts will be included in the FY 2019-21 Recommended Budget.
