Recommendation for the reappointments of Commissioners Neel Patel, Pam Frisella, and Sandra Phillips-Sved to the San Mateo County First 5 Commission for their second 3-year terms ending December 31, 2021.

BACKGROUND:

The First 5 Commission consists of nine members (a) one member of the Board of Supervisors, (b) the director of the County of Health System, (c) the director of the County Human Services Agency, (d) the County Superintendent of Schools, and (e) five members appointed by the Board of Supervisors from among the following categories: recipients of project services included in the county strategic plan; educators specializing in early childhood development; representatives of a local child care resource or referral agency or a local child care coordinating group; representatives of a local organization for prevention of early intervention for families at risk; representatives of community-based organizations that have the goal of promoting nurturing and early childhood development; representatives of local school districts; and representatives of local medical, pediatric or obstetric associations or societies.         

                                                                                  

DISCUSSION:

Commissioner Neel Patel is a fellow of the American Academy of Pediatrics and has previously served as the Co-Chair for the Northern California Section on Young Physicians. He has participated in AAP Advocacy events, including meeting with members of the California Assembly in Sacramento. Commissioner Patel is currently leading the San Mateo County Physician Champion Group for Help Me Grow Initiative. Commissioner Patel has served the First 5 Commission since February 2015.

 

Commissioner Pam Frisella is a former two-time Mayor of Foster City. She holds various board positions, including member of HEART, Police Activities League and LEMO Foundation. Commissioner Frisella is currently the First 5 San Mateo County Commission Chair and has served the First 5 Commission since October 2015.

 

Commissioner Sandra Phillips-Sved is a former school administrator, Preschool Director, and Director of Early Childhood Programs with more than ten years’ experience. Her most recent school leadership positions were in the Millbrae Elementary School District and the San Mateo Foster City School District. She was also a Director of School Transformation with Partners In School Innovation.  Presently, she is a Director and Leadership Coach for Transformative Leadership for Equity and Excellence at the San Francisco Unified School District. Commissioner Phillips-Sved has served the First 5 Commission since July 2015.

 

These reappointments contribute to the 2025 Shared Vision statement of a Collaborative Community. Our diverse population works well together to build strong communities, effective government and a prosperous economy, civic engagement - including voting, public service, charitable giving, volunteerism, and participation in public discussions of important issues - is uniformly high among the diverse population of San Mateo County.
