Adopt a resolution authorizing the Chief Elections Officer to apply for and receive, on behalf of the County, reimbursement funds related to cyber security and infrastructure through a grant offered by the California Secretary of State regarding the Help America Vote Act in an amount not to exceed $25,000.

BACKGROUND:

The California Secretary of State has put forward an agreement offering a grant to reimburse the San Mateo County Registration & Elections Division for one or more of the following purposes:

 

1)                     To conduct security assessments.

2)                     To acquire third party software and/or hardware in support of improving cyber security capabilities related to VoteCal.

3)                     To acquire software, hardware, or consulting services, and/or any associated IT installation directly related to managing cyber security risks.

4)                     To provide privacy and security awareness training.

5)                     To physically secure servers hosting county voter registration and election information systems.

6)                     To update and harden servers hosting the county voter registration and election information systems.

7)                     To establish, maintain and participate in the dedicated VoteCal County Test Environment.

8)                     To provide services to improve security practices and documentation.

9)                     To acquire monitoring systems and applications to prevent and detect data breaches or fraud.

 

The reimbursements provided under this agreement shall not exceed $25,000.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this resolution contributes to the Shared Vision 2025 of a Collaborative Community through promoting security solutions and preservation of practices and procedures.

 

FISCAL IMPACT:

There is no net county cost associated with accepting the Help America Vote Act reimbursement funds.
