Adopt a resolution authorizing:

 

A)                     An agreement with the Coastside Adult Day Health Center and Pacific Coast Dream Machines, for a three-year term commencing in April 2019 to April 2021, to conduct an annual Pacific Coast Dream Machines event at the Half Moon Bay Airport on the last Sunday in April, for a minimum fee to the Airport of $4,000 each year; and

 

B)                     A waiver of the 12,500-pound weight restriction at the Half Moon Bay Airport on the day of the Event.

BACKGROUND:

Your Board has authorized similar agreements with the Coastside Adult Day Health Center to conduct the annual fundraising Pacific Coast Dream Machines event (Event) and a fundraising dinner at the Half Moon Bay Airport (Airport) each of the past 28 years. The annual Dream Machines event is the largest source of fundraising revenue for the Coastside Adult Day Health Center (CADHC) located in Half Moon Bay.

 

Section 25536 of the California Government Code provides that a board of supervisors, by 4/5ths vote, may enter into agreements to allow activities on County airport property.

 

DISCUSSION:

The Department of Public Works (Department) requests your Board approve the Dream Machines event, which requires the CADHC to:

 

                     Provide sufficient staffing to coordinate parking, perimeter security and the general policing of the Airport area to be used. CADHC will also coordinate traffic control with the Sheriff’s Office and the California Highway Patrol; and

 

                     Provide insurance coverage for the Event that meets the requirements of the County Risk Manager; and

 

                     Comply with County policies for the sale of alcohol, waste diversion and recycling and the use of disposable food service ware during the event.

 

The Dream Machines event was able to raise over $100,000 for the Coastside Adult Day Health Center (CADHC) at last year’s event.  This funding supports the senior community by offering health care, therapy, classes and counseling services to the County’s vulnerable population on the coast. 

 

Airport staff (Staff) has coordinated with the Airport tenants and businesses about the event. In addition, Staff have reached out to the Midcoast Community Council (MCC) to advise them of the upcoming event and intent to present another three-year agreement to your Board. 

 

A waiver will be submitted to the Federal Aviation Administration (FAA) for authority to conduct aircraft fly-bys and motorized attractions during the event. The Airport’s runway will be open for normal aircraft operations on the day of the event, except during the brief FAA waivered closures for aircraft fly-bys.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

Approval of this resolution contributes to the Shared Vision 2025 outcome of a Healthy Community by providing a fundraising opportunity for the CADHC which serves a vulnerable population on the Coastside.

 

FISCAL IMPACT:

The CADHC will pay the Airport a minimum fee of $4,000 for use of the Half Moon Bay Airport. In addition to the minimum fee, the CADHC will reimburse the Airport for staff time related to execution of the event in excess of the minimum fee and for any damage incurred.

 

There is no impact to the General Fund.
