Adopt a resolution authorizing a waiver of the Request for Proposals process and execution of an agreement with Silicon Valley Community Foundation to administer The Big Lift Program in San Mateo County, for a term of April 9, 2019 through June 30, 2019, in the amount of $186,000.

BACKGROUND:
The Peninsula Partnership Leadership Council (PPLC), founded by the County of San Mateo, the San Mateo County Office of Education (SMCOE), and the Silicon Valley Community Foundation (SVCF) developed The Big Lift Program to address the achievement gaps of children in San Mateo County. The Big Lift Program is an initiative that expands preschool access; provides summer programs emphasizing literacy and science, technology, engineering, and math (STEM) opportunities; reduces chronic absenteeism; and involves parents in their children’s learning by fostering partnerships among schools, families and local community organizations.
The Big Lift Program launched in 2015, and since then the program has served 5,000 unduplicated children/youth each year. In addition, each year 2,000 children have been placed in preschool; 1,200 children have been enrolled in summer camps; and 2,000 families have participated in the Raising-A-Reader literacy intervention workshop. The SCVF is the lead agency administering The Big Lift Program in San Mateo County.
DISCUSSION:
The Human Services Agency (HSA) is a partner organization of the PPLC. This agreement will support the administration of The Big Lift Program, which will continue providing access to services that will increase student literacy and academic achievement.
Approval of this agreement contributes to the Shared Vision 2025 of a Prosperous Community by investing in the Big Lift Program to support and promote literacy and placement of low income children in preschools and summer camps. It is anticipated that for FY 2018-19, 3,200 children will be enrolled in preschool and/or summer school programs in San Mateo County.
This agreement will support the administration of The Big Lift Program, which will continue providing access to services that will increase student literacy and academic achievement.
The agreement has been reviewed and approved by County Counsel as to form.

FISCAL IMPACT:
The total agreement obligation is $186,000 of which 100% is funded by the Human Services Agency discretionary funding. Appropriation for this agreement was included in the FY 2018-19 Adopted budget.
