BACKGROUND:

San Mateo Medical Center (SMMC) has a continuing need for pediatric cardiology services. Dr. Andrew J. Maxwell has been providing these services at SMMC since 2002.

 

DISCUSSION:

SMMC’s participation in the Healthy Kids Program, through Health Plan of San Mateo, has resulted in an increase in the number of pediatric patients being referred for cardiology services. Dr. Maxwell will continue to provide pediatric cardiology clinics.

 

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing pediatric cardiology services to residents of San Mateo County. It is anticipated that 100% of all pediatric cardiology patients referred through the Healthy Kids Program will be evaluated and referred, as appropriate, for follow-up treatment.

FISCAL IMPACT:

The term of the agreement is September 1, 2019 through August 31, 2021. The amount of the agreement is not to exceed $200,000 for the two-year term. Funds in the amount of $83,333 will be included in the SMMC FY 2019-20 Recommended Budget. Similar arrangements will be made for future years.

 

The payment provisions and levels of service in this contract are essentially the same as the prior contract.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not fully meet the costs of care are covered by the County General Fund contribution to SMMC, and are within the existing annual appropriation.
