BACKGROUND:

In 2018, Behavioral Health and Recovery Services (BHRS) identified that there was a need to fill a service gap for severely mentally ill youth, adolescent, and adult clients that are diagnosed with moderate to severe eating disorders, as defined in the DSM-5, that require a more specialized and intensive level of treatment. At the time, no BHRS clinic or program effectively addressed the comprehensive behavioral, dietary and medical needs associated with moderate to severe eating disorders. BHRS reached out to several local providers and Center for Discovery (CFD) was one of two providers that met the requirements to provide comprehensive and specialized treatment for clients diagnosed with eating disorders such as: anorexia, bulimia, binge eating disorder, and eating disorders not otherwise specified. 

In July 2018, BHRS conducted an open and fair process to select a provider through obtaining three quotes. CFD submitted a quote and BHRS entered into an agreement with CFD. CFD has been providing these services ever since. Residential treatment services are exempt from the Request for Proposal process under the B-1 Administrative Memorandum.

 

DISCUSSION:

CFD is currently providing residential treatment to youth, adolescent, and adult clients in the county. Services range from nutritional assessments, comprehensive treatment plans, close supervision, dietary counseling and individual and family counseling. Due to identification of additional clients that are in need of eating disorder services, an amendment is needed at this time to cover the increased referrals.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing comprehensive treatment services for severely mentally ill clients diagnosed with eating disorders. It is anticipated that 75% of clients completing the program will be successfully served at a lower level of care for up to one year, after being discharged.

FISCAL IMPACT:

The term of the revised agreement is June 1, 2018 through June 30, 2020. The amount of the agreement is not to exceed $500,000. This amendment increases the contract amount by $400,000. Funds in the amount of $250,000 are included in the BHRS FY 2018-19 Adopted Budged. Similar arrangements will be made in future years. Of the FY 2018-19 amount, it is anticipated that $125,000 will be funded by 1991 Realignment funds and $125,000 will be funded by 2011 Realignment funds. There is no Net County Cost associated with this agreement.
