BACKGROUND:

The United States Department of Homeland Security and the State of California has designated the Northern California Regional Intelligence Center (NCRIC) as the regional Fusion Center for the San Francisco Bay Area.  Since 2009, the NCRIC has served as the focal point for the receipt, analysis, gathering and sharing of threat-related information between the federal government and state, local, tribal, territorial and private sector partners.  To promote such multi-jurisdictional collaboration, analysis and sharing and to achieve and report measureable success against threats in the NCRIC’s area of responsibility, the NCRIC must deploy a system that shares, deconflicts and analyzes intelligence data stored in individual law enforcement agencies’ disparate systems.    

 

DISCUSSION:

To achieve multi-jurisdictional collaboration, analysis and sharing of information, the NCRIC issued a Request for Proposals (RFP) in August 2018 for a data analysis and workflow management system that unifies disparate law enforcement data and provides intelligence and workflow management.  Nine proposals were received in response to the RFP.  A proposal review panel of five, consisting of an Assistant Deputy Director and Lead Intelligence Analysts from the NCRIC, closely evaluated and considered all nine proposals.  The evaluation included review of the written proposals, followed by on-site presentations by the top three proposals.  An evaluation of the three on-site presentations was conducted by the same five reviewers.  The evaluation committee determined Executive Information Systems, LLC through SAS Institute, Inc., to be the recommended provider for the NCRIC’s data analysis and workflow management system as they provided the best overall solution and price to assist the NCRIC in successfully achieving its goal to promote multi-jurisdictional collaboration, analysis and sharing.  Contract negotiations between Executive Information Systems, LLC through SAS Institute, Inc. and the NCRIC were completed in March 2019.

 

The Sheriff’s Office is requesting this Board to accept the agreement with Executive Information Systems, LLC for the NCRIC’s Data Analysis and Workflow Management System for a term commencing May 1, 2019 through May 1, 2024, in an amount not to exceed $1,000,000.

 

In addition, the Sheriff’s Office is requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to this agreement which modify the County’s maximum fiscal obligation by no more than $50,000 (in aggregate), and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

Approval of the agreement with Executive Information Systems, LLC contributes to the Shared Vision 2025 outcome of a Collaborative Community as the NCRIC is a collaborative regional public safety undertaking, which leads to safer communities by improving cooperation and information sharing between agencies.

FISCAL IMPACT:

The agreement is for a term commencing May 1, 2019 through May 1, 2024, in an amount not to exceed $1,000,000.  All costs associated with the NCRIC operation are 100% reimbursable from federal and state funds.  There will be no Net County Cost associated with this agreement.
