Measure K: Adopt a resolution authorizing a Memorandum of Understanding with the San Mateo County Libraries in support and in furtherance of “The Big Lift” Initiative, and authorizing the County Manager, or his designee, to execute the Memorandum of Understanding.

BACKGROUND:

Since 2016, the San Mateo County Libraries (SMCL) has subcontracted with The Big Lift to operate The Big Lift Inspiring Summers program across seven school districts in collaboration with school staff and community partners to curb learning loss in the summers between entering kindergarten and third grade.  Historically, the funding payment mechanism to SMCL was through the Silicon Valley Community Foundation (SVCF) as a portion of the entire Measure K allocation for The Big Lift.  

 

DISCUSSION:

It is in the best interest of the County to pay for The Big Lift Inspiring Summers program directly.  This Memorandum of Understanding (MOU) with SMCL, including the direct pay funding mechanism, authorizes funding for FY 2017-18 through FY 2020-21. 

 

County Counsel has reviewed and approved the MOU and Resolution as to form.

 

The execution of the MOU with SMCL contributes to the Shared Vision 2025 outcome of a Collaborative Community by enabling the County to continue to work with the County Libraries, SVCF, the County Office of Education and other community-based organizations and leaders to strive to close the achievement gap in San Mateo County.

 

FISCAL IMPACT:

There is no fiscal impact associated with the execution of the MOU with SMCL, as adequate funding for the entire The Big Lift initiative is included in the Non-Departmental Services Adopted FY 2018-19 budget and will be included in future budgets.
