BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY 2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 4 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: the proposed grant, if approved, would be the second grant of district-discretionary funding to the same organization within the current FY 2017-19 budget cycle. The Board may approve this exception to the criteria by adopting the resolution.

 

 

 

PROJECT SUMMARY:

Beyond Barriers Athletic Foundation’s (BBAF) mission is to promote healthy lifestyles, improve personal safety, and add structure for lifelong achievement by providing scholarships for aquatic programs serving disadvantaged youth. Swim lessons reduce the likelihood of childhood drowning significantly.  This is a request to authorize a grant to BBAF and resulting grant agreement in an amount not to exceed $25,000 to support scholarships for swim lessons for children in need residing in the North Fair Oaks, East Menlo Park, and East Palo Alto neighborhoods. Swim lessons save lives and ongoing aquatic activities can change lives. The County Manager’s Office will administer and manage the proposed grant agreement.

 

District-discretionary Measure K funding was previously provided to this organization as approved by the Board of Supervisors on March 27, 2018, in the amount of $25,000 for swim scholarships for children residing in the North Fair Oaks, East Menlo Park, and East Palo Alto for swim lessons.

 

Building upon the success of BBAF’s funding last year, this $25,000 will be used to contribute toward scholarships for children residing in the specified areas to receive swim lessons at the City of Menlo Park’s Belle Haven pool, the Sequoia YMCA pool in Redwood City, and Lewis and Joan Platt Family YMCA pool in East Palo Alto. These swim lessons will increase the water safety of children in the North Fair Oaks, East Menlo Park, and East Palo Alto neighborhoods. This request will be spent as follows:

 

                     Subsidizing approximately 3,000 swim lessons through swim scholarships with the goal of increasing participation in BBAF’s aquatic programs by 10% for the 2019 calendar year to 1,069 children served.

 

Total Measure K Request: Not to Exceed $25,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2018-19 and FY 2019-20 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the swim scholarships will contribute to the Shared Vision 2025 outcome of a Healthy Community by providing children in need with an outdoor activity, contributing to healthy outcomes.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2018-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-19 Adopted Budget.
