Adopt a resolution authorizing an amendment to the agreement with the California Department of Public Health to provide HIV Primary Health Care and Psychosocial Services for the term April 1, 2016 through March 31, 2019, increasing the amount by $42,222 to an amount not to exceed $953,662.

BACKGROUND:
The San Mateo County Public Health STD/HIV Program (SMSH) provides County residents who are affected by HIV/AIDS medical services such as: outpatient ambulatory/medical care, medical transportation, and outreach and treatment education services. Federal funding for these services comes through the California Department of Public Health (CDPH). On July 26, 2016, your Board approved an agreement with CDPH for $911,440 to provide these services.
DISCUSSION:
On July 10, 2018, CDPH authorized an increase in funding to the County in the amount of $42,222 due to increased availability in grant funding. The increase in funding will be utilized to cover previously unreimbursed expenses for an additional .16 FTE Communicable Disease Investigator. This position provides outreach services to clients of the STD/HIV Program.
The Resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and Resolution have been reviewed and approved by County Counsel as to form.
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing primary health care and psychosocial services to individuals affected by HIV/AIDS. It is anticipated 90% of clients receiving services will test an undetectable or decreased viral load as a result of the medical and psychosocial services received.

FISCAL IMPACT:
The term of the agreement is April 1, 2016 through March 31, 2019. The amount of the agreement is not to exceed $951,440, of which $321,353 was included in the Public Health, Policy and Planning (PHPP) FY 2017-18 Adopted Budget. An additional $248,187 is included in the PHPP FY 2018-19 Adopted Budget. Since the County is receiving these grant funds from CDPH, there is no Net County Cost associated with this agreement.
