BACKGROUND:

In 2004 California voters passed Proposition 63, the Mental Health Services

Act (MHSA), which created funding for expanded mental health services. In 2006 your board approved MHSA resources and expenditures as part of the larger San Mateo County Health budget. MHSA legislation called for the establishment of the California Mental Health Services Oversight and Accountability Commission (MHSOAC) to oversee MHSA’s implementation, including review and approval of MHSA Innovation project plans submitted by counties such as San Mateo.

 

The County’s Mental Health and Substance Abuse Recovery Commission (MHSARC) reviews plans and public comments and submits a recommendation for Board approval, following a 30-day public comment period and public hearing.

 

On May 24, 2016, your Board approved the MHSA Annual Update, which included the recommendation for the Pride Center (PC), a three-year implementation of the LGBTQ Behavioral Health Coordinated Services Innovation project plan.

 

DISCUSSION:

PC is a unique and groundbreaking model of a coordinated approach across clinical services. The model incorporates psychoeducational and community/social events and resources for the LGBTQ community. As a formal collaboration of community-based organizations, StarVista serves as the lead agency, working in collaboration with Daly City Partnership, Peninsula Family Service, and Adolescent Counseling Services to evaluate the following Learning Goals:

 

Learning Goal #1 (Collaboration): Does a coordinated approach improve service delivery for LGBTQ individuals at high risk for, or with moderate to severe mental health challenges?

 

Learning Goal #2 (Access): Does PC improve access to behavioral health services for LGBTQ individuals at high risk for, or with moderate to severe mental health challenges?

 

While initial findings indicate that PC is improving access to behavioral health services for the LGBTQ community, an additional two years of funding would allow PC to extend their work of improving access to services and to accomplish the following goals:

 

1.                     Strengthen internal and external collaboration efforts to further evaluate whether the coordinated service approach improves service delivery (Learning Goal #1).

 

2.                     Measure clinical outcomes of clients with severe mental illness, specifically the improvement of mental health indicators for individuals who might not otherwise have accessed clinical services and/or received culturally responsive, quality care (Learning Goal #1).

 

3.                     Develop a replicable best practice model to share statewide and nationally, as the evaluation continues to demonstrate that the coordinated service approach improves health outcomes and access for LGBTQ.

 

On September 24, 2018, the County’s MHSA Steering Committee was presented PC accomplishments, evaluation outcomes, and the rationale for a two-year MHSA Innovation extension. The steering committee members unanimously agreed to request a two-year extension. 

 

The MHSARC held a public hearing to inform and solicit feedback from the community.  The MHSARC voted to open a 30-day public comment period from October 3, 2018 through November 7, 2018. At the closing of the public comment period, the MHSARC unanimously voted to move forward with the extension request for PC.

 

The next step in the process, following Board approval, is to appear before the MHSOAC with the formal request.

 

The resolution has been reviewed and approved by County Counsel as to form. 

 

The authorization to extend funding for MHSA Innovation contributes to the Shared Vision 2025 outcome of a Healthy Community by expanding recovery-based mental health programs for an underserved population with serious mental illness, reducing the long-term negative impact from untreated mental illness, and preventing mental illness from becoming severe and disabling. It is anticipated that the percentage of clients attending therapy groups after authorizing the extension will increase to 25%.
